The Texas Administrative Code (TAC) is where state agencies' adopted rules live, and Title 16 holds TDLR's rulebook. If the Occupations Code is the skeleton of your license, 16 TAC is the working detail — the actual CE hour requirements, topic lists, fees, and procedures. The chapters for TDLR trade licensees:
- Chapter 83 — Barbering and Cosmetology rules, including the CE topic lists (the approved elective topics live in §83.25(h), drawing on the §83.202 curriculum standards)
- Chapter 73 — Electricians rules implementing Chapter 1305, including CE and enforcement provisions
- Chapter 75 — Air Conditioning and Refrigeration rules, including the ACR contractor CE requirement
- Chapter 59 — TDLR's general continuing education rules for providers, including the 50-minutes-per-credit-hour standard and course approval requirements
Rules in 16 TAC are adopted by the Texas Commission of Licensing and Regulation under authority the Legislature granted in the Occupations Code. When TDLR announces a CE change — like the September 1, 2025 restructuring of cosmetology/barber hours — the change lands here as amended rule text.
