License reciprocity is the recognition of an occupational license issued by another state, letting an experienced professional get licensed in Texas without starting from zero. It became a statewide directive with House Bill 11, signed May 29, 2025:
- HB 11 requires TDLR to maximize the creation of occupational license reciprocity agreements with other states
- The Texas Commission of Licensing and Regulation was required to adopt formal rules defining "substantial equivalence" — the standard for when an out-of-state license qualifies — by January 1, 2026
- TDLR has already entered a reciprocal agreement with Arkansas for Master Electricians
Reciprocity governs how you get the Texas license. Once issued, the license is an ordinary TDLR license: Texas renewal cycles, Texas fees, and Texas CE requirements apply from that point on, on the anniversary schedule of your Texas issuance date.
Agreements are negotiated trade by trade and state by state, so coverage will grow over time — check TDLR's current list for your license type and prior state before assuming a path exists.
What it means for your renewal
