A facility license (salon or establishment license) is the TDLR license a business location holds — separate from, and on top of, the individual practitioner licenses of the people working there. Salon owners must hold the appropriate facility license; the program counts roughly 53,000 business and facility licenses alongside its 305,000 individual ones. Mobile service providers need a booth rental or mobile salon license.
The key distinction for renewal: CE attaches to the individual practitioner license, not the facility. Holders of only a facility license have no continuing education requirement. An owner who also works behind the chair maintains both — the facility license for the location, and a practitioner license (with its 4-hour CE) for themselves.
Facilities carry their own compliance duties under 16 TAC Chapter 83 — establishment responsibilities, sanitation standards, and the human trafficking awareness sign every licensed establishment must display. Recent TDLR administrative orders against salons and barbershops show these are actively inspected and enforced, with penalties in the thousands of dollars.
What it means for your renewal
If you own the salon and hold a practitioner license, you track two renewals — but only your individual license carries CE. If you hold only the facility license, no CE course is required of you; each member of your staff handles their own.
