The cosmetology operator license is the full-service cosmetology license issued by the Texas Department of Licensing and Regulation (TDLR). Where the program's specialty licenses are limited to one area — estheticians to skin care, manicurists to nail services — the operator license covers the complete scope of cosmetology practice. It is the broadest individual license in TDLR's unified Barbering and Cosmetology program.
Earning one requires 1,000 hours of training at a TDLR-licensed school, passing the written and practical licensing exams (70% on each, administered by PSI), and a $50 application fee. Since September 1, 2023, there is no high school diploma or GED requirement for cosmetology operators.
Keeping it current means:
- Renewal every 2 years on the anniversary of your issuance date, for a $50 fee
- 4 hours of TDLR-approved CE each cycle — 1 hour of sanitation, 1 hour of human trafficking prevention, and 2 elective hours
- You may only need 2 hours if you have held your license 15 or more years (the electives are waived)
Late renewal costs more: $75 if expired 90 days or less, $100 if expired more than 90 days but less than 18 months. From 18 months to 3 years, renewal requires TDLR executive-director approval at that same $100 fee. After 3 years expired, you must reapply as a new applicant and meet the current requirements, which may include any applicable exams.
What it means for your renewal
TDLR emails a renewal reminder about 60 days before your license expires, and your CE must be complete before you renew. Plan the hours into your schedule rather than scrambling the week your license lapses.
