The 2025 CE restructuring is TDLR's rule change in 16 TAC §83.25, which reset continuing education for the entire Barbering and Cosmetology program. It applies to licenses expiring on or after September 1, 2025, and it is the reason your current CE requirement looks the way it does.
What it set:
- The 4-hour structure — 1 hour of sanitation, 1 hour of human trafficking prevention, and 2 elective hours per 2-year renewal cycle
- A 2-hour tier for veterans of the trade — licensees who have held their license 15 or more years complete only the two mandatory hours; the electives are waived
- Human trafficking prevention as a distinct CE hour — the training has been required since 2020, but the rule explicitly carved it out as its own hour
- Barber–cosmetology cross-credit — CE completed for one barbering or cosmetology license satisfies the requirement for the other
- Barbers' first CE requirement — before this change, Class A Barbers renewed with no CE at all
The requirements apply to renewals on or after the effective date, for every practitioner type in the program: operators, barbers, estheticians, manicurists, combination license holders, eyelash extension specialists, and hair weaving specialists.
What it means for your renewal
If your last renewal was before September 1, 2025, your next one runs under these rules — most licensees need 4 hours, barbers need CE for the first time, and dual barber/cosmetology holders only need one course.
